At SKY OPS, our leadership team brings together decades of expertise in façade restoration, rope access operations, and building maintenance across New York City. We collaborate closely with General Contractors, Building Owners, Property Managers, and Engineering Firms to provide safe, efficient, and cost-effective access solutions tailored to meet the unique challenges of urban environments.

Justin Perez/ President

 SPRAT Level III 

With nearly a decade of rope access experience, Justin Perez has worked on some of the nation’s most iconic structures, including the Empire State Building, the Chrysler Building, and 111 West 57th Street. As a SPRAT Level III Technician, he has traveled to more than ten states performing façade inspections, restoration work, waterproofing, structural repairs, maintenance, specialized access operations, and geotechnical stabilization and rock slope projects.


Known for his strong leadership and ability to manage crews in challenging environments, Justin has built a reputation for delivering projects safely, efficiently, and to the highest standards of quality. His experience spans both urban high-rise environments and complex geotechnical projects requiring advanced rope access techniques and critical safety planning.

Tyrone Chin/ Vice President

Special Rigger 

Tyrone Chin With extensive experience in façade restoration and building maintenance, Tyrone Chin has been SPRAT certified for the past five years and a NYC Licensed Special Rigger for the last four years. His expertise includes waterproofing, concrete repair, façade restoration, and specialized access solutions.


Having served as a Project Manager for three years and a Construction Supervisor for many years, Tyrone brings strong leadership, field coordination, and safety management skills to every project. His hands-on experience and commitment to quality help ensure projects are completed safely, efficiently, and to the highest industry standards.

Jeffry Zelaya/ Project Manager

Special Rigger

With almost two decades of experience in façade restoration, construction, and specialized access solutions, Jeffry oversees project planning, execution, client coordination, safety compliance, logistics, and field operations. As a SPRAT certified and NYC Licensed Special Rigger, he brings advanced expertise in rope access systems, suspended scaffolds, façade inspections, restoration projects, and complex building access challenges. His extensive industry knowledge and hands-on leadership help ensure every project is completed safely, efficiently, and on schedule while maintaining the highest standards of professionalism, safety, and quality.
